Featured Speaker – Jeffrey Carmona

Jeffrey Carmona has worked for the Defense Contract Audit Agency (DCAA) since 1987.  The DCAA provides audit and financial advisory services to Department of Defense (DoD) and other federal entities responsible for acquisition and contract administration. DCAA operates under the authority, direction, and control of the Under Secretary of Defense (Comptroller)/Chief Financial Officer. Jeffrey started his career with DCAA in upstate New York until 2006 at which time he moved to a different position with DCAA at the Wright-Patterson Air Force Base.  He is now working in the DCAA Dayton office, and has done so since October 2016.  Jeffrey serves as the Branch Manager of the Dayton Branch Office.

DCAA’s mission is “As a key member of the government acquisition team, we are dedicated stewards of taxpayer dollars who deliver high quality contract audits and services to ensure that warfighters get what they need at fair and reasonable prices.”  Prior to 1965, each U.S. military branch had separate contract audit functions and regulations. Contractors and government personnel recognized the need for consistency, and Secretary of Defense Robert S. McNamara instituted "Project 60" in May, 1962, to examine whether it was feasible to centrally manage contract administration and audit activities. An outcome of this study was the decision to establish a single contract audit capability - the "Defense Contract Audit Agency." DCAA began providing audit and financial advisory services to Government contracting officials on July 1, 1965.

“Before an aircraft carrier puts out to sea for the first time, we've been on board. Before a rifle is put in the hands of a soldier, we've seen it being made. Before any of hundreds of contractors delivers anything to the Department of Defense, we've been involved.  We are auditors, but not in the traditional sense. We audit Department of Defense (DoD) contracts of all sizes — up to billions of dollars — to make sure our military and the taxpayer get what they are paying for.  Whether it's weapons and ammunition, aircraft, ships, food, uniforms, communications equipment, satellites — you name it — our job is to conduct independent assessments and evaluate the financial aspects of contracts to ensure the integrity of the contracting process.”
